NTS Data Services, LLC (“NTS,” “we,” “us,” or “our”) operates the TeamEd mobile application (the “App”). This Privacy Policy describes how we collect, use, and protect information when you use the App in your role as an authorized poll worker during school district elections.
1. Overview
TeamEd is an election-day voter check-in system designed for authorized poll workers at school district polling places. The App operates primarily offline on iPads and is used to verify voter eligibility, record check-ins, and capture digital signatures as required by election law.
2. Information We Collect
Information Provided by Election Administrators
- Voter Registration Data: Voter names, addresses, and registration status are downloaded from the central election database to enable voter lookup at the polling place. This data is encrypted at rest using AES-256 encryption.
Information Generated During Use
- Check-In Records: When a poll worker checks in a voter, the App records the voter’s check-in status, timestamp, and the poll worker’s user ID.
- Digital Signatures: Voter signatures are captured electronically as required by election law and stored locally on the device in an encrypted database.
- Stub Numbers: Ballot stub numbers assigned during the check-in process.
- Audit Trail: An immutable log of all check-in and undo operations for election integrity.
Device Information
- Device Identifier: A locally generated device ID is used solely for peer-to-peer (P2P) device discovery at the polling place. This identifier is never transmitted to external servers.
- Battery Level: Monitored locally to alert poll workers of low battery conditions. Never transmitted.
- Network Status: Connectivity state is monitored to manage offline/online transitions. Never transmitted.
Information We Do NOT Collect
- Precise or coarse geographic location (GPS)
- Advertising identifiers (IDFA/GAID)
- Browsing or search history
- Health, fitness, or biometric data
- Financial or payment information
- Analytics or usage tracking data
- Crash reports or diagnostics sent to third parties
3. How We Use Information
All information is used exclusively for election administration purposes:
- Voter Verification: Looking up voter registration records to verify eligibility.
- Check-In Processing: Recording that a voter has been checked in at the polling place.
- Legal Compliance: Capturing digital signatures and maintaining audit trails as required by election law.
- Device-to-Device Sync: Sharing check-in data between iPads at the same polling place via encrypted P2P connections to ensure all devices have consistent records.
- Server Synchronization: Uploading completed check-in records to the central election database when network connectivity is available.
4. Data Security
We implement industry-standard security measures to protect election data:
- Encryption at Rest: All voter data is stored in a SQLCipher-encrypted database using AES-256 encryption. Sensitive fields (names, addresses) have an additional layer of field-level AES-256-GCM encryption.
- Encryption in Transit: All API communications use TLS (HTTPS). P2P device-to-device communications are encrypted using the platform’s native encryption (Nearby Connectivity on iOS).
- Secure Credential Storage: Authentication tokens are stored in the iOS Keychain via Flutter Secure Storage.
- Session Management: User sessions automatically expire after periods of inactivity.
5. Data Sharing
- No Third-Party Sharing: We do not sell, rent, or share voter data with any third parties.
- No Advertising: The App contains no advertising SDKs or tracking technologies.
- No Analytics: The App does not use any third-party analytics services.
- P2P Sync: Check-in data is shared only between authorized devices at the same polling place via direct device-to-device connections. This data never passes through external servers during P2P sync.
- Election Database: Check-in records are uploaded to the central election database operated by the school district for official election administration.
6. Data Retention
- On-Device Data: All voter data and check-in records are automatically deleted from the device upon user logout. Any remaining data is automatically purged 10 days after the election date.
- Server Data: Check-in records uploaded to the central election database are retained by the school district in accordance with applicable election record retention laws.
7. Children’s Privacy
The App is not directed at children under the age of 13 and does not knowingly collect personal information from children. The App is designed exclusively for use by authorized adult poll workers.
8. Your Rights
If you are a voter whose information is processed through this App, your voter registration data is maintained by your local board of elections. For questions about your voter registration data, please contact your local election office.
9. Changes to This Policy
We may update this Privacy Policy from time to time. We will notify users of any material changes by updating the “Last Updated” date at the top of this policy.
